NHS England fit and proper person test framework for board members This framework was produced in response to recommendations made by Tom Kark KC in his 2019 review of the FPPT (the Kark Review). This also takes into account the requirements of the Care Quality Commission in relation to directors being fit and proper for their roles. NHS England
