New disclosure and barring services: updated definition of regulated activity for adults:
The government committed to scaling back the Vetting and Barring Scheme and the criminal records regime to common sense levels. To achieve this the Home Office set up a cross government programme to develop the Protection of Freedoms Bill, which received royal assent in May 2012.
This means that from 10 September 2012, the definition of regulated activity in relation to safeguarding adults is changing.

This report by Mencap and the Challenging Behaviour Foundation supports the 'Out of Sight' campaign, which calls for action to prevent people with a learning disability being sent to institutions where they are at risk of abuse and neglect. It suggests measures such as the development of local services by commissioners that specifically meet the needs of children and adults with learning disabilities, the integration of local assessment and treatment units with local services, and frequent, rigorous inspections by the Care Quality Commission.
