Public expenditure on health and social care: seventh report of session 2013-14 This report concludes that the health and care system needs fundamental change so that services are joined up and focussed on the needs of patients. It recommends that the current level of real terms funding for social care should be ring-fenced. It also recommends that the role of Health and Wellbeing Boards should be developed to allow them to become effective commissioners of joined-up health and care services.
